Its been taken off her mother early and it's doing some crazy stuff right now...
-Her full attention is focused on following feet and hands. it likes to grab my hand or foot with her paws and lick it and bite on it (but it doesnt bite hard thus i just let her do it). Whenever someones walking zooooom she runs after him . When im on my PC for example and my feet are on the ground she starts ducking and hiding behind things and slowly approaching my foot and jumping on it. Is that usual kitten behaviour? If it , how old are kittens when they start doing this?
-Is it safe to feed kittens dry food? Is there an age limit?

-It also gets distracted by hands or feet , for example if i open the door in order for it to go poop and it sees feet on the way she steps on the pedal and vrooom "follow the feet!"

Very normal, kittens are balls of pure energy, they have unlimited curiosity and will (and do) chase everything. My 2 are now 7 months old and I can't wait till they grow out of it.

Sounds like a normal, active kitten. It would be nice if she could have a kitten playmate to work off some of that energy! In the meantime you are her playmate and her "prey". Be sure to keep those little dagger nails trimmed.
Personally I don't approve of cats being on dry food diets and I would check back with the breeder (I assume you got a "Persian" from one). That person should have told you something about what diet is best for that breed.
At least don't give your kitten inexpensive grocery store food. Read the labels on the bag -- most have corn for at least the first two ingredients. If you feed this sort of food in two years you will have a malnourished, overweight cat.
You can go to: www.littlebigcat.com and read Dr. Jean Hovfe's article "Selecting a Good Commercial Cat Food". It is a very long and involved article with tons of information. At least scroll down to the section on Corn and read that.

My kitten did the EXACT same thing. They grow out of it. My kitten stopped doing that once she was about 8 months old. I got another cat which I think calmed her down a lot because it gave her someoene to play with. If you don't have or want other pets - get what is called a "fishing rod" toy. It is a stick with a string hanging from it that usually has bells or feathers on it. Kittens LOVE these toys and it's supposed to help with the biting.
It is okay to feed a kitten dry food. They have dry food that is specifically for kittens. Try Iams or Purina One. You should switch to adult food when the cat is 1 year old.

Sounds like your Persian is acting like a kitten.
All cats practice their hunting instincts from almost as soon as they can open their eyes. Like any raptor, their eyes primarily focus on movement, and almost nothing in a human houshold moves more wrigglingly enticicingly than a nice set of fingers and toes.
I have never lived with a Persian, and most of the ones I have known were fixed. These have ALL been either very mellow, or very shy. None have been agressive as adults.
Did you see any of the pictures of the Black Persian with gold lower fang implants? Stunning!

I got my kitten @ 5 weeks, about 3 wks too early. She has had some developmental problems. Litter training took her forever (she has since taught herself to pee in the toilet, the vet said it's because she doesn't understand that she's a cat and wants to be a human). I had to teach her how to groom herself by using a damp washcloth. She pouts and takes revenge on me when I say no. She follows me like a dog and comes when I call her name. It's difficult because she's very dependent on me, more like a dog than a cat. Still, I'm her mommy and know that this is how she is and I have to be understanding.
All kittens, however are attracted to hands and feet because they have fingers and toes (little moving parts). It's normal.
