The landlord will have to sign this in front of a notary public and the notary will stamp and sign at the bottom of the letter. (You can usually find them at banks if you dont know one.)

When I had to do this my mom had to go to the school and they had a form for her to sign. Just have the person write."To whom it concerns(your name) is living in my residence along with(your kids name) at(the address)." That should do it. Like you said, have it notarized also.
