You haven't given us much to go on.
Did he break up with you, and why? If it's another woman, that's one kind of letter. If he just got bored, needs a break...all would be different letters.
Did you break up with him, and why?
Was it a mutual decision, and why?
Are you still friends, or at least on speaking terms.
Each of these scenarios would necessitate a different kind of letter. For example, The one where HE decided to dump YOU, would be totally different from the letter where YOU decided to dump him.
Think what you want to say. Keep it brief and don't play the blame game. Tell him how you feel now and what you'd like him to think over. He may or may not decide to respond, so don't freak out if you don't hear back, and don't call him if he doesn't get in touch with you.

I think before you sit down to write this letter you should reevaluate why the two of you broke up. Did you break up with him? If so, why? Obviously it wasn't on good terms or else you would be friends. If he broke up with you..maybe there was a reason. Sometimes it is better to let it just go then to bring try to resurrect something that should've just stayed dead. If it is really that important for you to have him back in your life...maybe you should try starting out with just having him back in your life as a friend. Getting a letter like you were describing could make him turn and run far far away. Asking to hang out and be friends might make it easier for him to see you as a girlfriend again.

Ask yourself if you would be embarrassed if he rejected you? If not, then you may feel you have nothing to lose. My suggestion is to make sure this is what you want and you are emotionally ready to handle whatever the outcome may be. Also if you do write to him, keep it short, sweet and to the point. Don't go on and on, you may sound too obessive and it could turn him off.
