i needed to install java runtime enviroment 8.0 which i duely did and i am thinking to myself,i know it runs certain applications but what else does it do,i say this as it has a place in the control panel,so it must be there for a reason,can anyone tell me the main reasons not to uninstall this software,such as applications and games that can use java

Java is so called Virtual Machine, it's like a "software processor" it's purpose is to make Java applications "operating system independent". Basically you can run Java applications on any system/hardware that has a Java Virtual Machine.

Java Programming Interface's unified functions are purpose-written for a given system therefore a Java Programmer doesn't have to worry about portability(no matter what system their Java Application will be run on).

If you don't use any Java Applications(like GIMP) you can uninstall Java Virtual Machine.
