They take it upon themselves to decide what is bad. As long as they don't get caught or some hood
( Federal or otherwise )
tells them to. The bad starts amid their own ranks. This is why you never hear much from ' The Department of Internal Affairs. '
Anywhere.
Are they out to make government money?
Stupid question.
Of course they are.
You and I don't matter. Specially in California. Or New York. And they're out to make anybody elses' money as well ... if they can. Failed institution, looks like to me.
Remember: The clean cop, if they still exist, has to be wary first and foremost .... of the DIRTY cop.

I think they are out to make the govt. money.by writing tickets. For example here in los angeles every so often they send several officers out to the street where I work and all day long I hear sirens and see people getting pulled over for speeding. (People do drive too fast on this street and I have seen many accidents).
Then I read in the los angeles times about skid row, a reporter Steve Lopez went to the downtown area and saw people openly selling drugs. Later he saw a police car and so asked the officers why is'nt something being done about this and they answered "we don't have the resources". Which is true, we don't have enough officers but what is the city doing about it?
The city wants to make money so they have the officers writing tickets instead of catching the bad guys. Anyway I'd like to say that I do support the los angeles police and thank them for their service.

Believe me, the budget of a police department usually far outweighs what tickets and fines bring in. they have a job to do, and it's not always a popular position to be in, but imagine the world if they didn't exist. Someone's got to be the heavy once in awhile to keep people in line and to protect us. There is no financial reimbursement for most situations that they police are involved in, only costs for the city they work for.

Honestly, both. The tickets aren't only to punish you. It puts money in the govts pockets too.
But we also fought with bad guys to get them pay for their act even for minor stuff. I got injured once for a broken window. Me and my partner took about 5 minutes to control him. We both got hurt...for a window!!! So yes, we also get bad guys. I'm going in court tomorrow for a guy I arrested for armed assault on a poor woman who just happened to be on his way. I arrested guys who kicked their wives a*s. So yes, we also get bad guys. Don't worry, your taxes are well invested.

The police just enforce the laws they don't set the fines or fees. Its just a job.

They are public servants. like any other job, I'm sure they must do as instructed by superiors. I am also sure that many of them are "the good guys" that wish to do the right thing. I call them my bodyguards.. :)
