In America, (if you're not from the states) it is illegal to let a dog off lead unless in a specified fenced in are where off lead is allowed. No, the other person should not abuse some other person's dog like that, unless life or death, which I'm sure this was not. You could have charged the other person with animal cruelty, however, the situation would not have happened if the dog was on lead like he was supposed to be. If this is someone you know, warn them the next time this type of situation happens that you will call the police and press charges. just be sure you are in the right, by having the dog on lead if in an area where lead is required. This way the other person has no advantage over you.

I think the biggest thing is people want to be able to take their dogs off their leads when on the beach.....it's the classic "movie picture” but it's not reality. Unless it's private or very very deserted, taking your dog off the lead at such a big place is something that takes a lot of trust and control. You should not be doing it if your dog will not come to your vocal commands even while distracted in any way. Please keep in mind keeping them on leads is not safer just because of other animals...but people too. In today's society you never know who is allergic or other things that may turn ugly should your dog actually be happy and go running up to the wrong person to say "Hi". I keep my dog on a retractable lead 25' long to give him the "thought" he is roaming free, but I am the one on control. It works well and I very rarely have to use it to hold him back, because he knows it's there and what his limit is.......good luck!

I can't believe all the daft answers to your question! Why shouldn't you let your dog off his lead and of course he is going to run up to other dogs, dogs are pack animals and like to socialise with their own kind, admittedly some dogs show aggressive tendencies and yes they SHOULD be on a lead at all times but if your dog is OK with other dogs and humans then that's OK, I let my dogs off their leads all the time they need free exercise, they interact with other dogs and people, if someone starting hitting my dog for no reason then I would phone the police and RSPCA without question, on the other hand if my dog attacked another dog and it's owner was defending his dog then I would understand that persons actions and offer to pay any veterinary fees if necessary, but I am assuming from your question that your dog wasn't being aggressive so this woman had absolutely no right to hit your dog and you should report her!!

You should not let your dog off leash. Go to a special park for that . You should have your dog in obedience class so if your dog is ever off leash you have it trained to come to you no matter what is going on... Try and educate yourself in dog training and dog behavior. Check out the Dog Whisperer On the National Geographic channel. / Book ~ Cesar's way~ by Cesar Millan plus his other good books.. A lot of dog problems is the owners. People do not train their dogs that is why so many are in the pounds....It takes a lot of time in the beginning but so worth it .. It will keep you and your dog safe... This is the best advice I can give. PLEASE take the time to TRAIN your dog and EDUCATE yourself so you wont run into these problems with other bad dog owners..... Best of Luck!!!!

YOU were breaking the law by letting your dog off the leash. She felt threatened that the dogs were fighting.
Sorry, but to be safe, keep your dog on a lead where law requires it. And take your dog to obedience training long enough that he will come when you call, no matter what the situation.

She hasn't got a right to discipline your dog but think about it from her point of view she has got a right to protect her dog.
If you know your dog will likely do this again make sure you always have it on a lead ( it could be an extend able one, to give your dog more freedom but making sure your in control of its behaviour.
As it is a young dog you can take it to socialising classes with classes, where your dog should learn to socialise and get own with other dogs in a safe/controlled environment

If I am walking my dogs and a strange dog comes running up, I have a right to protect me and my dogs. I carry pepper spray or a bat and will use it if a strange dog does not back off.
Even if your dog is friendly, you have NO IDEA if mine are. Keep your dog on a lead (at LEAST a Flexi-lead), it is the responsible thing to do. If you want to let him run around loose, go to a dog park.
I absolutely HATE IT when strange dogs charge us!

First of all, it's best not to let your dog off the lead like this. If someone legitimately feels threatened, I feel they have a right to defend themselves and their pets. However, if your dog did not growl and bear it's fangs in a threatening manner, this woman should not have hit your dog and I would have let her know this. Next time, though, just keep your dog with you. You will save yourself, your dog, and other people a lot of hassle.

She has no right to hit your dog at all. However if she was worried your dog was hurting her dog then it was probably just a protection reflex all be the wrong choice of reflex. I would suggest you train your dog to come to your call and train your dog in a more practical place off his lead. Hope he's OK.

Keep your dog on a leash!
This is why anytime your dog is outside, it needs to be completely under your control, meaning in your securely fenced yard while you are supervising, or on a leash, unless your dog is an obedience champ and is under 100% TOTAL voice control and heels on command.
People are a little (or a lot) nuts and I wouldn't trust them to not harm my dogs. Not any further than I can throw them.
