I had the same problem. My step-grandmother is from the philippines. I still sent her an invitation, although she didn't have the money to come over or a visa. Depending on how long you want your sister to stay she may need one of those. I still think you should send her one anyway. She is your sister after all!
Good luck and Congrats!!!

Invite her! She would love that and if you have a good relationship then I'm sure she would not want to be excluded. If you can afford it, pay for her to fly here. If not, just make sure you give her as much notice as possible to allow for her to gather the means for flying here (if she can). And be sure she has a passport, that can take some time as well.

Congratulations on our wedding :)

The minute you have the date of the wedding locked in, call her/email her and tell her when it is and that you'd love to have her attend. This should give her the greatest amount of time to make all the necessary arrangements, assuming that it is possible.

Well you should invite her just to let her know that you are thinking of her and that you want her to be there, but if you are NOT paying for her to come you must specify that you're not. You don't want any confusion and end up on Judge Judy.

Send her an invitation. I'm sure she'll come. If she can't afford it, and you can buy her a ticket, buy her a ticket. Or ask your parents to help out.
