He is an older guy (80') and can't hear them. They are right outside my window and never shut up. I have complained to police and we don't have an ordinance covering it. He is a cantankerous old guy and won't even have his kids over anymore.... What can I do?

Go to the city council or the county commissioners.

Oh, I feel for you. My neighbors' dog pen is about eight feet from my bedroom window. I work nights. Their three dogs bark all day long. It's maddening. The neighbors work days, so they're not home to hear it. And one of the dogs is a hound, so it howls when the fire trucks go by. If you live in a rural area without noise ordinances there's not a lot legally you can do, unfortunately.

Go to the Town Board meetings (or whatever) over and over and over and speak to the Board over and over and over until they are so sick of you they will do something about it.
If the dogs are right outside your window, I assume you don't live out in the country - where all things are possible.
There might be an ordinance limiting the NUMBER of dogs one can have.
You also could call the SPCA and complain that the dogs are clearly not being adequately cared for - no happy dog is left outside all day just to bark his head off. There's something going on - and if this gentleman is this old and THAT deaf (don't believe it) it's STILL unfair to the dogs. Try the SPCA. They might work something out with him where he keeps one - or they might just take them away. You don't know what's going on over there - they might be starving.

I think there is a mechanism that emits a high pitched noise and shuts the doge up. You just aim it at his house. Check a local pet store...hope that helps you! Otherwise, 80 is pretty old...maybe won't be long before...sorry, horrible, but true!

Call animal control or see a lawyer to see if there is any way short of removing the dogs to get some rest.

Maybe try writing a letter and having other neighbors sign it? I don't know...it's a shame there isn't an ordinance. Sorry you are experiencing this--it's god to be maddening!

Each night toss three steaks over the fence that are laced with Unisom they'll sleep and so will you. And in case they are starving they will be well feed.
