if a guy you like asks you out and you dont say yes or no no i feel stupid i like him should i ask him out?

Just say, "Sorry I wasn't able to answer you the first time. I hope you didn't take that to mean that I was not interested."

Then ask him some questions about him.

"So, what do you like to do on a date?"

let the conversation flow on it's own.

If need be, sure, be more direct.
"So, when are you going to take me on that date?"
