It's neither. This is compiler language - the gibberish that shows you are trying to read a compiled file with a program that isn't able to read that language. For instance, if you try to read a pdf file with Notepad, that's what you will see. What is the extension (example, .txt) of this file?

It's neither, it's not a language, it's what happens when you open a message with the wrong program. It's computer garbage!
