I would say that it is because the US military is becoming far too reliant on its technological edge and not enough on the brains on their people.
Also, there are only so many overhead reconaisance platforms and a whole lot of real estate to cover and only so many imagery techs available to sift through it all. It's a matter of ressources here.
All the technology in the world will never replace the Mark 1 Eyeball when it comes to surveillance. Nor can any computer ever match the human analytical capability. By relying too heavily on UAV's and satellite imagery, there is this belief that they don't need to two poor suckers lying flat on their bellies for a few days with binoculars on an objective anymore.
Big mistake.
Also, a reason that the insurgents can't be found is because there's no incentive for the local to talk. Not that US troops are easily approachable in the first place, even if it was to tell them exactly where the guy running the whole Iraqi insurgency is hiding.

well, the answer is easy, because the nuclear site are silo based, based in airfield,, or in subs which need,they mobilize heavy military or civilian construction forces thus confidential is hard or maybe train or truck carried with relatively easier to track routine, but terrorists are hiding in mountain caves , some camp exist today is actaully easy to discover and identify but not readily attacked because of political reason like hurting the severiengty of those nations in which the camps resided

Because so called advance technology often is not as advanced as the sales pitch it took to sell it to the military. I mean look at the failure of 9-11. The information was in the system, but it takes lots of individuals to absorb the information and put it in a useful form and in the right hands to make the information useful at all.
So in some ways, advance technology has retarded our ability to do the job of security. Sometimes it is better to pay the bill for the human brain it takes to do the job that can not be hired out to quick fixes and fast and dumb machines.

Why is it that so many Americans want to know thing that they really have no business knowing.
You can see them running around to their friends with " Hey, I know something that you don't know. It's a secret, but if you promise not to tell anyone I'll tell you."
I'm sure that if Bush knows where the training camps are that he is not going to call a news conference and blab about it. Reporters are famous for not keeping a secret. If they had there way they would insist on knowing everything you do in your bedroom so that they can publish it.

I think technology can only go so far against good ol' human ingenuity. Someday, that may not be true, but trying to locate mobile humans is far more difficult than finding stationary missile sites and nuclear installations.
