will let you search for the publications available in the US for your model and year Toyota.
A 1991 Camry Owner's Manual is publication # 32471, with an MSRP of $15.95. You can order it through Toyota Publications/Materials Distribution Center with a credit card at 1-800-622-2033, or through your favorite Toyota parts source (such as your dealer).

Or, there's always eBay or some online stores that specialize in owner's manuals.

Alternately, if you have a credit card, patience, and a decently fast internet connection, you can download the Owner's Manual (and repair manuals and recall info and TSBs and...) in many little PDFs from:
North America: http://techinfo.toyota.com/ ($10/day subscription to start, longer terms available)
Europe/UK: http://techdoc.toyota-europe.com/ (10 euro/day subscription to start, longer terms available)

If all you need is a guide to what fuses control what in a fuse box, usually that is printed on the inside of the fuse box cover (but you may need to decipher it).

Check the glove box for a package you got when the car was new that has an owners manual included. If it's not in there, at a Chevrolet dealer. But before you spend the money, look for a legend somewhere on the fuse box that lists the circuit it protects. If it has a cover, look on the inside of the cover.
