Try an over the counter for the specific need of congestion. Also try running a vaporizer in his room. I wouldn't go rushing right to the doctor unless he has a high fever or something. If it's simply a summer cold, give it a couple of days to see if he gets over it. A virus can't be treated by any antibiotic the doctor will give anyway. Go to the pharmacy and then rest and relax today.

My kids rarely have gotten sick, but when a cold does come along, this is what I do. I get out a humidifier with a bit of vicks or some other vapor rub, tad bit of rub on the chest and back as well. Give them a warm bath with some eucalyptus oil or the baby bath with eucalyptus in it. Keep up the fluid intake, water with electrolytes, ginger ale or straight chicken broth a couple times a day in addition to milk or formula. Whether feeding jarred food or homemade puree or cereal, I mix in some chicken broth. Proper dose of baby tylenol, as recommended seems to make them a bit drowsy so they get the rest they need to fight the cold. Never had a cold last longer than 2 days.
If the raspiness gets worse, temperature rises or you see any rashes starting, I'd call a nurse's hotline or try to get him in to see the ped.

go into the bathroom and turn on the shower as hot as it gets. close the curtain. then go out of the room and close the door. get your son and a book or something to do. after 5 mins or so walk into the bathroom and sit on the floor and read or play a game. it will be hot and steamy in there. that will loosen up his chest a lot. i have to do that with my son quite often. he is 9months and Dr.s wont admit he has allergies and asthma (as my husband and i do) Dr just says hes "teething" lol W/E ... anyway you could also lay him across your lap and cup your hand and gently hit his back. up and around his lungs on either of his sides. not too hard that you hurt him but with enough force to find where the congestion is. once you've found it, he will cough up stuff from his lungs. have him spit if he can but swallowing it is also OK. it actually helps get rid of whats causing him to be congested.

I think everybody's suggestion looks good but would like to add on one little tip that might help. Whenever my son has cold or cold-like sympton, I raise the height of his pillow a little bit. I learned this trick from his nanny and it helps with his congestion so he breaths better when he's sleeping at night.

run your shower at the hottest temperature and sit in the bathroom (not under the water, but outside the tub) for about 15-20 minutes so that he can breathe in the shower's steam, this should help with the congestion

Personally I would take the toddler to the doctor. and have him-her checked.... at this age the toddler cannot convey to you how they feel or what hurts or aches.. So best bet is get a doctors advice on this one.... better to not have any regrets later..... See A DOCTOR.........

I really like the Vic's Vaporizer. Last year everybody in my house got really bad head colds and this worked really really well. They also sell the vaporizer night lights, and those worked really well too.
