Even though the change means little difference in the overall the sense. The fact that you had something and now being told to it differently throws you off.

yes of course. I want to know why things changed. Sounds like you do to. So find out in an intelligent way. Ask the one(s) that have the power to change the rules or who are in charge of enforcing the rules.

If you are part of an organization, such as a school or a workplace, rules are sometimes changed after one of the members does something that is detrimental to the organization.
For example, if you are a high school student, if one of your classmates does something bad, the school might make a new rule to prevent it happening again.
Sometimes there are outside organizations that cause a rule change. For example, the school board might ask the school to change a rule, and the students might not ever know who caused the change.
It's hard to make rules that cover every possible future situation. Sometimes an unforeseen situation comes up and a new rule has to be made to cover it.

I only get annoyed if the person that changed the rules doesn't explain why the rules were changed.

At first I would get annoyed but rules are rules and they are to be followed wether we like them or not. It may throw you off at first but eventually we all get use to rules.
