There are quite some options if you want to create shocks using a battery (unlike someone said before, it IS possible to generate high voltages with a small 9v battery, up to 50000volts without problems), all you need is at least a bit of electronic basic electronic skills (circuit reading, component knowledge and soldering). If you're okay with that, here are the circuits you need:

-This one is easier because it uses just a standard transfo and a voltage multiplier (all standard components, and simpeler design), the voltage is lower but it'll do fine.

-If you don't need it to be portable, you can just drive a car ignition coil, its the easy way of producing big sparks. You need to build a driver circuit (this converts DC to pulsed DC which drives the coil).

-And finally, as people mentionned above, you can do it the easy way and modify a camera flash unit or electronic bug zapper.
However, be very carefull with camera flash units, those capacitors are in fact more dangerous than lets say an induction coil or a stun gun. The caps can store around 16 Joules, while 10 Joules can be lethal to humans, so you don't want to go zapping people with that. No big sparks involved here anyway (just a loud bang). 8 inch sparks using only caps in series like someone said before is crap, since those caps are just charged to around 400V and you'd need 200KiloVolts for 8 inchers.
Anyway bottom line is; if you want to use the camera flash unit, use it without the big cap or change it by a smaller value one (below 100uF).

shock requires more voltage than that on body skin. If you licked a 9volt battery you will see your tongue is much more sensitive than your fingers.
If only one battery is involved then current through an inductor would get interrupted and the spike generated by the collapsing magnetic field could be used. Similar to a buzzer.
