Going into someone's home is trespassing and breaking and entering.
Does your community have a noise ordinance? Many places have laws about loud music past a certain time at night or too early in the morning.
You might want to also talk to a lawyer about a group lawsuit. You have the right to enjoy your home and it certainly sounds like you and your neighbors are being denied that right. It's worth looking into it.
If nothing else, invite all your neighbors to have a staring party and go and give him a dose of his own medicine.

Try to get some video evidence if you can for the police. If he comes on your proprerty without your permission, that's trespassing. Ask him to leave and if he won't go call the cops. And get a journal so you can document it everytime it happens. this can also be used as evidence. Take picture of his outside mounted speakers too, disturbing the peace is also against the law. And keep your doors locked!

I wish I knew. My downstairs neighbor always comes up to ask for cigarettes and money. She is about fifty and has severe emphysema, and can hardly make it up the stairs without dieing!(Made me inspired to quit smoking.) There doesn't seem to be enough rules about how to interact with neighbors. Sorry my answer isn't helpful. Does he have any more normal family members you could talk to about it? Maybe you should tell the police you think your neighbor is a peeping tom, because his behavior is very strange and seems rather alarming.

Get a restraining order.
Seriously, I was just gonna say you should put up a cheap, chain-link fence to detract him, but if he's killing the sale of your house, he's interfering with your business.
This is a serious problem.
But before doing anything, have you TALKED TO HIM? Have you told him that he bothers you, and that you'd not like to have him scare away potential buyers? Maybe you should do that first.

Get security cameras, they are cheaper than what you would think, and easy to install, once you can get them placed in, show the police the tapes. And if that doesn't work, use just a normal portable camera, and video tape the man in the act.

find out about your city's noise ordinace or call the police and have them come out, they can tell you your noise ordinace specifications. if he watches you or creeps around watching other people yall need to get together and go to the magistrates office and take out a warrant for stalking. and if they or the police wont help you, start video taping his *** when he watches and when he plays his loud music excessively. once you have compiled a sizable amount of video surveillance, take that to the magistrates office so they can see it for themselves.

try to get video and pictures...those "spy cams" are pretty reasonable now and some are motion activated...
the speaker thing is easy-call cops immediately, when they hear it they'll tell him to stop.
try to get the neighbors to help you "set him up" setting up the cam and pretending to "leave" if you can get video of him tresspassing you've got all you need to prevail in court.

Wow, that guy is a freak. My suggestion is get some rope and hog tie him until your house is sold. Then once you move set him free.

If the police aren't helping, then maybe you can buy a camera and record him doing these things. (They might need more evidence to do anything about him!)
