This dog will push lids off, and other then building something around the cans, I am at a loss.

spray the outside of the trash can with Ammonia it will be disagreeable to their nose.

There are dogs that sometimes get loose and run through the neighborhood. One of the neighbors has a kind of large- Something between a box and a shed- with doors that open out so the cans can be moved around- that he keeps his garbage cans in. No dog trouble there!

Try getting something to lock the lid on, or finding a garbage can with a locking lid. I'd check Home Depot, Indoor Garden section.
You could even try those velcro strips they sell there. That may be enough

If it not your dog, then find the owners of the dog and let them know that they need to take better care of the dog so that he does not have to find food in trash. If he is a stray, adopt him. Hope this helps.

Sprinkle red pepper powder around the cans.

get a balloon and make it pop every time you catch her in the trash she will associate it with the noise.Or spray her with water and tell her know

put a lock on the trash can top.
