The guy is shy and is trying to pluck up the guts to talk to a hot chick like you. Give him time to be brave or just walk up to him and start a conversation. Make sure that it is on friendship grounds. You don't want to look to desperate and besides who says that you can't play a little hard to get. I'm going to say- give it some time.... there are some weirdos out there that just randomly stare at people.... some of that could be drug induced.
that's not a certain sign that he likes you, if it was mixed with other positive signs, then yes.
