The red bell pepper was probably roasted. You place the pepper on a grill, under a broiler or over a gas flame and roast until skin is blackened and then put in a plastic or paper bag to steam so that the skin peels off more easily.
I would add a slice of fresh garden tomato, a splash each of balsamic vinegar and Extra virgin olive oil.
A couple of basil leaves and it's a party in your mouth.

Sounds like you need some sort of aioli sauce. Goat cheese isn't wet enough to give it enough moisture.
You could make a red pepper or sundried tomato and mayonnaise aioli sauce.
Or maybe caramelized onions.

Definetly some kind of mushrooms... the good kind. Not the cheap white capped kind here at the reg grocery stores. saute all.... and add onions.... red or white... god that sounds good...
I think you may be able to get it at Jack in the Box or someplace like that... it sounds familiar... hehhe
