I would say the earliest is 11 a.m. Most people are up and going before 10 a.m. but you don't want to disturb whatever morning routine they have so give yourself that extra buffer and call at 11

10 am would be best. At that point all the non-serious people have called and the callee has had a couple cups of coffee.

If it's a property professionally managed, I think 8 am is fine.
If it's a private property and you think you'd be calling someone's house, not before 9 AM. Call too early and they might think it's rude and not want to consider you.

I would say 9AM would be a good time. If you happen to get a machine, leave your name and number and express your interest and ask they return your call.
