Hisher/it's free will extends even to the point that he/she/it can ignore human suffering, something heshe/it obviously has a penchant for.

God is a good abstract man that we really can't describe fully to an extent that we call all priests, bishops, the pope, or bring all theology books in one place to talk about God and his relationship with us, chances are, we're never gonna get it right.
We are given the free will because yes, he did create us in the first place but tampering with our lives (excluding the point that there are billions of us everywhere) is just not right. It's sort of a deviant in our society. He showed us the goodness in all things, thus, it is up to us to follow him or simply go the other direction.
If God DID create us and we HAVE free will, what more does it make of him?
**There is no such thing as evil in this world; just the absence of goodness.**

God has free will, especially in the sense that he can choose not to do evil things...
The other way to look at it is that it is us who do not have free will. In one sense, it is true that God permitted humanity to do both good and evil, but especially in a world that is now, the following verse may apply:
"I do not understand what I do. For what I want to do I do not do, but what I hate I do... I know that nothing good lives in me, that is, in my sinful nature. For I have the desire to do what is good, but I cannot carry it out. For what I do is not the good I want to do; no, the evil I do not want to do -- this I keep on doing. Now if I do what I do not want to do, it is no longer I who do it, but it is sin living in me that does it." -- Romans 7: 15, 18-20
In that sense, God has perfect free will that He can do what is righteous and just at all times, whereas we, no matter how we try, cannot do the same even when we want to because of our sinful nature. By giving us His Son Jesus Christ, He is actually opening the way to true free will by giving man a chance to accept His salvation, and with it, the release from the sinful nature that binds us to do evil.
While we may do good things on a conscious level without Christ from time to time, are the motives behind them pure or personal, or are we doing them out of compulsion or a sense of responsibility or even as a way to get closer to God? It is only through Christ that we can do these things without any such considerations or bindings...

God can do whatever God chooses, though being God, he would tend to have wisdom, insight, omniscient to see what his choices would create. God could be evil if he chooses to be that way, just like man can be evil if man chooses to be.
Just because you have free will does not mean that you cannot make a good or higher choice, it just means you are given the option to learn and still choose good over evil rather than have it forced on you.

wonderful question..... yes god has free will. he cannot give anything he does not have himself...
God uses his free will to do good because he is holy and without sin. It is against his holiness to choose evil. He sets the standard for this holiness through his commandments.
We use our free will at times to choose evil because we have a sinful nature, that is the result of man's fall from grace in the garden of eden. God did not give us this sinful nature. He gave us a holy one. But because of free will, man choose to sin, listening to the influence of satan. Once Adam sinned, he lost his holiness, and became compromised.
The only way to gain back this better nature that God originally gave man is to believe in the work of Christ, who died for our sins, and paid the price for our errors, opening the way to forgiveness. Once we are forgiven, we are restored to our righteous standing with God, and recieve his help in choosing good over evil.
