Because if the covered their little precious hands, they would not be able to share all the germs, bacteria, spit, boogers, and only God knows what other things they have put into their mouths for the last five minutes with YOU, their new best friend.
Dude, take it easy. There is an old saying in Spanish - "Hijo eres. Padre seras." A son (daughter) today you are. A parent tomorrow you will be." Just ask your parents how many times you sneezed on them, on their food, and on their friends.
Next time a little kid sneezes on you, tell him or her IN A SOFT VOICE, please next time cover your mouth with your hands and if you do that mommy or daddy will buy you a present.
Make sure the parent listens to you. The parent will make sure it does not happen again.
If that does not work, just sneeze right back. Ha!

It is Manners! If the parents don't teach the children manners they won't have any! I have a 3 and a 4 year old and they have been covering their mouths when they cough or sneeze since they were very little. They also say "Bless You" when someone else sneezes. Teach them young and they will be polite. They learn by Example!!

Because they don't always remember right away. My daughter is 2 and has been taught to cover her mouth, but she doesn't instinctively do it every time at first. On the other hand, maybe some kids aren't taught to do that, or maybe they are and just don't cuz they don't care.
Maybe little kids have a conspiracy against you and only do that to YOU, on purpose!

what's worse is even as father and mom tutor babies the incorrect thanks to conceal their mouths. not something like seeing a baby cough or sneeze into their hand then, w/o cleansing their fingers, commence playing w/different youngsters and their stuff. the right way for a baby to conceal a cough or sneeze is to apply a tissue/hanky or to cough or sneeze into the the little section via the elbow even as bent, this way they ward off spreading germs only a touch more beneficial effectual.

They are still too little to remember. My kids couldn't remember until they were about 4 years old or so. Its a maturity thing.
as far as everyone else... they are just trying to share.

It is natural expression at its best for them, no inhibitions yet, until they are taught and trained to curb and abridge expressiions of various sorts! It's better to be alert in their company!

Parents have to teach them "catch their cough" and "cover their sneeze".
