Try covering up and pulling down the blinds or whatever so that he cannot look in on you. Also make a formal complaint with the police so that there is some type of record of what has been going on.

The guy next door to me is a Peeping Tom and I've caught him looking at me a few times. My husband has put a stop to it by putting in a pair of eye cut outs in the window so the creep got the message.
