GIMP is a free software you can use for loads of tasks (photo-retouching, image authoring, image compositioning, photo editing.). It's the best free photo editing tool available for free. It's not as powerful as photoshop but can be easily augmented with expensions and plugins if you need professional and advanced features. You can use GIMP as a simple paint program or a complex image manipulation software (thanks to an advanced scripting interface). Don't use torrents/downloads from other sites, they might be backdoored.

Picasa2 is free and is supposed to be good, but I don't know whether it will enable you to take someones head off; for that I think you need a guillotine and some glue, or a sharp sword and some glue.
Seriously though Picasa is supposed to be really good (easy to use)

The GIMP (-> http://gimp-win.sourceforge.net/stable.html ) is free and packed full with features.
Quick install guide:
1. Download and install the GTK Runtime in the version for your OS
2. Download and install the actual program
3. Download the and install help files. Strictly recommended, since the user interface is.. well.. slightly different from your normal Windows application.

And depending on your morals you could always Bittorrent for Photoshop CS - you'll find it.
