It may mean that you have Windows update turned on and it downloaded some recent security updates and needs to install them so it will keep reminding you, just download and install the available updates and see if that helps. Security for Windows means Microsoft has identified a security problem with Windows,
which means someone can break into your computer over the Internet, and is issuing what's called a patch to "plug the hole" and the send those out occasionally to people using Windows.

The security patches have nothing to do with XP SP2. Microsoft regularly releases security patches for XP. (Usually every Tuesday.) Most of the patches have to have SP2 installed to run, but they are updates to SP2. It is normal to be getting security updates on a regular basis.

If you have removed and reinstalled SP2, then you also removed all the security patches and it will have to download and reinstall all of them.

You are correct that all the security updates show up in the Add/Remove Programs. That makes it easy for you to know if you have all the patches. There should be updates in the Add/Remove.

If you have removed and reinstalled SP2, then you will probably see some of the updates that are in your Add/Remove Programs being run again, because you messed up the patches when you removed SP2.

Just go to the windows update site and let it automatically scan your computer and it will install any updates that your system needs.
