the bank actually can not be sued as they were shown i.d. before the check was cashed. if anything, you are dealing with "identity thef". which you need to get in touch with the I.R.S. to have them issue you a new check. you then need to report this to the police and your local FBI office. they would do a tracer on the person who cashed it in and an investigation will take place.
if this person is someone who you knew or had an account with you at the bank, then you can put a small claim against the person for the money but you have to have prove she stoled it. because if she claims you gave her the money as a gift, it might be difficult for you to explain otherwise.

notify the IRS and let them handle it .she is messing with the government first the federal mail by opening something that is not rightfully hers to open and secondly cashing something that is not hers.i am sure the government will help your check was stolen and cashed it is up to you to back the proper authorities you will lose a friend who needs Friends like that anyway good luck
