Did he say "Those White Crackers sure are the nicest people in the world. So generous and trustworthy and they smell like candy."? In that case, yes it's a racist remark. Any time you attribute a race as being superior or inferior to any other you are making a racist remark. Really anyone who understands what a race is is racially prejudiced. What people tend to be concerned about is wheather your particular kind of racism is popular or not. What I'd suggest is not to worry yourself about racism. You'll find out that the less stock you put in the importance of race the better your life will be.

Using the term white cracker is an oxy-moron. The slang term "cracker" means white person. So to call someone a "white cracker" is saying they are a white white person. Sounds to me like he could very well be racist, but he is definitely illiterate. Tell him to go back to school. And finish the third grade.

not nessarily, depends on how he said it. Usually it is poor white people with little education. Just a term for the most part.
Too many people nowadays see racial in a lot of comments when they were not intended that way. We seem lax in areas where we should not be, such as rape, druc use, etc. but tend to overreact at times about comments people make.

This often refers to poor Southerners.
The term, "Georgia Crackers" was used often in that sense, and often just because some people dressed differently.

The same prejudicial remarks are used as, "trailer trash".

Not all people who live in mobile homes are trash.

Hicks, Country Bumpkins, Hillbillies, all prejudicial terms.
Prejudice takes on many forms. Sad but true.

No, not really. If that is the worse he has called white people, then I would not think for a minute that he is prejudice. He is entitled to his opinion. I am white and would not be offended by that.

it depends, there is being ticked off at the moment from someone of another race and saying a racial slur out of anger and then there is being ticked off at another race and using those words and feeling that way all the time

Probably, but not necessarily. Racism is far more allowable in the direction of the 'saltines'. As long as its not toward the 'Oreos' its not that big a deal.
