Lot of bull above, but some truth.
If you drill with a grinder, a specially coated brill bit and so on, use TURPENTINE while you drill as coolant. Drill slow speed.
If you use a torch (the easiest way), block the top with a cork, through which you put a small "hose pipe" (like for aquariums), and hold the other end in your mouth. use a wide falme to start with, and head the whole area, then, slowly, decrease the size of the flame to a pin head. The pressure of gas will push the glass towards the inside. Blow slowly through the tube to balance the pressure, while looking at the size of the bubble that is forming.
To finish, blow a bit harder and you piece the bottle.
Finish the smoothness of the hole with the torch.

You need a tungsten carbide coated hole saw of the correct diameter. You put this in an electric drill, and it will grind through the glass without shattering it.
Don't forget total eye-protecting googles, gloves, and a breathing mask. Clean up completely when you are done. Glass dust is very dangerous.

Would a diamond-head glass cutter count as an industrial equipment? Other than that, take the bottle top off with a bottle opener or a cork-screw....

wet the inside of the bottle, drop in two £1 coins, spin them around and with a quick flick of the wrist while the coins are spinning and pop them through resulting in a nice 1.5cm hole.
this takes practice and plain milk bottles are best.
don't go using the best cuttlery for the rest of your experiments, your wife will go mad.

aint there one at the top!?
if not, use loads and loads of gaffa (insulated) tape and stick it round the area you want the hole.... then use a nail and hammer it through the tap, creating a hole in the bottle but not smashing it.... then either make another hole beside it or file it out to the required diametre.
