DVD is the media to store files like CD, floppy, tape etc.

MPEG2 is a standard for compression of audio and video accepted and released by Motion Pictures Experts group, and published as ISO 13818 standard.

Not really a difference since this is apples and oranges.

DVD is a data storage format. MPEG2 is a common format for video content that is recorded to DVD media. MPEG2 is the codec (compression format) that most all commercially available DVD's are encoded with.

video is usually recorded to dvds with mpeg-2 compression, although they are usually encoded as .vob files. keyword here is encode, which doesnt mean compress, as some people like to think.
