I've been around electronics for almost 50 years and I honestly can't make heads or tails out of what you're saying or trying to ask.

Could you try it again and be a bit more specific this time?

Strange question! A short circuit has no resistance that means no power burned. An open circuit has no output therefore no power is delivered. They are both equal and zero.

easiest way is with a circuit tester,to see how many volts you have with each example

for short circuit, you will smell something. for open circuit, you don't smell anything.
