provide decent jobs so the people don't have to resort to selling, provide decent schools and teachers so they can really get a decent education, provide after school programs to keep kids active in other things, get officials to clean up the slums so people can have a decent place to live which will reflect in more self-respect in the people. provide healthy food to those on welfare so they can get off to a good start.
build up the communities with community gardens, murals, meetings, etc. once there is community, people will look out for each other better. not so sure about the religion part, but if one practices love it is sure to spread.

I honestly dont think people should try and ban drugs. I dont use any myself and I know people who have been hurt by them, but it's a question of choice and free will. If your going to ban drugs you'd have to ban all of negative elements in society, alcohol, cigarettes, any addictive prescription drugs, etc. It's an all or nothing ban in my opinion.
