Example: You're hungry and cant be bothered to go and get some food, a collegue (that you dont particularly like!) offers to share their bland, yucky sandwich with you, so you say "Thanks, but no thanks"....

This means someone makes you an offer but you say "thanks but no thanks" as in thank you for the offer but I am not going to take it. Eg someone offers you a drink but you say "thanks but no thanks" maybe because you arent thirsty or whatever the reason is.
