How do I create and electric shock with a battery, I saw it before where i think a 12v batter had 2 wires connected to it and there was metal clamps on the end snd a remote thingy that controlled how much shock was created ans how many watts were used. Where can i learn to make that for my science fair?

It's very simple. All you need is a large coil of insulated wire and a battery. You can make it even more effective if you put a rod of iron inside the coil. Hold the uninsulated ends of the coil, each end in a different hand. Get somebody to connect the terminals of the battery to the different ends you're holding. When they disconnect the battery, the magnetic field the battery current produced suddenly collapses and all its energy goes into making a high voltage and voilà you get a shock. That's how a car's coil makes a high voltage spark for the plugs from the 12 volt electrical system.

you'll need a high discharge capacitor. something like a 9V, 15000amps one should give a nice buzz but won't kill you.

connect the +ve terminal of the battery to the capacitor and a wire from the remaining lead on the capacitor to hang free.
connect the -ve terminal to the battery

the two open ends you have should create a loud spark when you touch em together.

remember, using this on human beings or animals is against the law. its not funny to zap people or animals. use it as a learning experience.
