He is limpping, and his leg is cold:( What to do?

Take him to a vet! Buy a book about Cockatiel's!

Take your bird to a vet ASAP. A cold leg means there is probably no bloodflow. Is there blood? A deep cut could have severed an artery or nerve. Quik Stop or any type of Styptic power will stop bleeding. Baby Powder will work if you dont have any quik stop.
Make sure your bird stays warm and out of all drafts. Watch out for shock and see if it will eat.

i would thoroughly check out his leg and the cage to see what could have possible caused his injury so you can remove what ever it was, then be careful and look at his leg real good to check for any scrapes or bruises or breakage, and dont move it around alot, keep him warm to prevent shock, and then get him to a vet asap.

Take him to a vet, reserching more is good in case a virus or discomfort.
