OK..Belive it or not some hair on the nipples is normal for women! But in some cases it could mean that your testostorone is too high, is your skin oily, do you have acne, and facial hair? Do you have PCOS?
There is a drug referred to as spiro. Its actually a diretic, however it has helped lower testorone levels in women.

Pluck it but it's painful. Cut it but there will be stubbles. Both ways, your hair will grow twice as thick and long.
Whatever it is, don't wax it, don't use an epilator, don't use a shaver and don't use hair removal cream.

pluck it as this will slowly cause the hair to become less noticable and possibly traumatize the root so much it won't grow back -- then you can bleach it when it's less coarse
