I don't have alot money to invest in Singapore, and I have trying to get a job there but all the employee requird that I have to have the PR first

You still can look for a job in Singapore and ask the company apply a work permit or employment pass for you. The company would employ you if your skill is needed by them. After certain years working in Singapore with relevent qualification, you can apply for PR.
