It CAN kill a person, but not at long range, only at very very close range. There could be some debris in the barrel, so that can be accidentally shot out into someone's vital organ and kill them.
It works just like a regular bullet (but its not real). If its shot from a pistol, the cartridge would come out, if its a revolver, the theres a holder for cartridge and you can empty it.
Blank bullets make a big flash and a big sound, louder than a regular bullet, possible a bigger flash than a regular bullet (depending on the caliber of the bullet).

*NOTE: Never shoot a blank bullet without ear protection
*BETTER NOTE: Don't shoot blank bullets, not even real bullets (unless you are shooting at a target at a shooting range),

A blank consists of a shell casing (to hold everything else), a primer( to initiate the explosion), gun powder( to cause the explosion ) and a crimp or wadding to hold the gunpowder against the primer. If your blank has some wadding, as in a shotgun, the wadding will come out just like a bullet (not as hard, but it can still hurt, other debris may also come out of the barrel, never fire a blank at someone as it can still cause harm). Otherwise you just get a sound like a gunshot and if you are the shooter, you also get the recoil.

You can't shoot blank bullets, they just make a noise. That's what they use on movie sets.

it is likely it will shoot fragments from the gun fired and hurt or kill any one near. This includes the shooter.
