He's not nutured and we had him to a vet so we know it's not the uninary tract problem, my husband and I are vigilant about putting him out every 2-3 hours and he refuses to potty outside and sometimes seems to deliberitly potty right after we have put him outside.

Definitely Belly Bands. It's common thing with toy and some small breed males and on the show dog forums, these things seem to be as standard as having hair on a dog.
google - belly bands

I've only ever had big dogs that are perfectly house broken even with females in heat, so I don't think I'm qualified to have an opinion on belly bands and little dogs.

I also have a chihuahua, a female, who is not fixed and she's 2 years old. She just seems to pee an awful lot, so much that I would have to take her out every 10 min or something if I let her out everytime she had to go..so I just use potty pads for her. I still walk her, but the potty pads are great because she'll go there whenver she needs to and I can't take her out. (even with taking her out she fills a whole pad up every day lol) I've looked on chihuahua forums and the like and potty pads seem to be a very popular choice for chihuahua owners. Hope this helps. :)

Can't hold his bladder? Does this mean he has accidents or lifts his leg alot? Is he neutered? He could have a urinary tract infection that causes frequent peeing and sometimes they dont even know they are doing it! If he is marking, lifting his leg, getting him neutered will help. Crating him may help as well; dogs dont like to eliminate where they sleep. Doggy diapers work well or get something called a bellyband; just for male dogs so they can't lift their legs or pee all over everything. Good luck.

Your dog needs to be kennel trained. READ the book "How to Housebreak Your Dog In 7 Days" and follow it to the letter. It works.
You must always be the "Pack" leader and not let your dog decide what it will or will not do.

He is just a boy dog and they will mark their territory if they are not neutered. They sell belly bands for male dogs. I know someone who also sells what she calls jockey pockets.
