A promise is when a person assures that they will or will not do a certain action. A vow is a solemn or religious promise as when one marries and promises to be true to another( as an example) The difference is obvious as promises can be made between friends, relatives, acquaintances etc. but their is no solemnity involved. I'm not sure paying for them is the correct assumption, but vows can be retracted under most circumstances for a good reason and cause..........

In general, promises are one-sided while vows tend to have a counterpart. A covenant is a two-sided contract.

The bible says that is better to not ever make a vow, than to make one and then break it.
