Most domestic parrots make wonderful shoulder birds, and will learn to step up. Medium-sized birds are the cuddliest (conures, greys, etc.)
Hand feeding is very delicate and even if you're totally careful, the baby bird may aspirate and drown on its formula, or develop crop stasis and starve; it's caused by everything from improper humidity, temperature, stress, holding the pipette on the wrong side of the mouth ... Risky stuff.
Lots of breeders will let you come in when the bird is a few weeks hatched, and feed the bird you've paid a deposit on, until it has its feathers and an immune system. They get plenty of time to bond with you then, and it's much safer than feeding since infancy.

I would say any bird. But a full fledged parrot might not do so well with the finger.
But budgies/ parakeets although hard to tame, if they are worked with from babies they can become tame
But honestly I would say is the best canidate. They are small enough to sit on your finger, and shoulder. And you can also hand feed and tame very easily.

I have a cockatiel and he lets me pet him, and sits on my finger, and i can feed him too. They are smallish birds so they aren't as intimidating as big parrots and cockatoo. And much cheaper to buy.

if looking for a sm bird than a cockatiel, if a med bird than an african grey, ( they are very good talkers).

allmost any parrot , just make sure you know %100 how to feed a bird if not you can kill it.
