This behavior is instinctual from dogs ancestors like wolves and wild dogs. They would walk around in a circle trampling down the high grass and weeds to make a bed to lay down. Our dogs still do it even though they don't have to.

So that they can see if they're going to be laying on something. In the wild, dogs circle to crush the grasses that they make their sleeping places out of, to see if there's anything in there.

It is said that it goes back to the days when they would have slept outdoors and so instinctively circle to make a nice bed in the grass or undergrowth. This may not be true, but it makes sense also because in ancient times they did not have a basket and slept in a field. When turning around, they flattened the grass

People think that in ancient times it was to push down the grass so that they could have a place to lay. I think that it is so they can get their nose close to their tail to keep their nose warm
