The projector has SVGA, S-vid, & RCA inputs. I want to hook it up to my TV cable and my old school SNES.

Gp4rts is correct (as he usually is) and so is bbyhtguy. A modulator is for the reverse situation (RCA to Coax), so it would not be helpful to you. As said by a few others, the easiest way to do this would be to use a VCR that has a built in TV tuner. Almost all modern VCRs come with a TV tuner built in. Simply hook up your cable TV to the RF box on your old SNES (awesome by the way, I do this too) and your SNES RF box to your VCR input. The VCR should have 3 RCA outputs, and you plug those into your projector. This solves your problem.
However there are a few other things you might want to consider.
A) Your projector may or may not have audio playback. If it does not, you will need a separate audio device, such as a home theater sound system.
B) RCA video does not usually look very good on a large screen projection. You may be disappointed with the quality of your TV signal, it will likely look blurry, depending on how large you are projecting the image. RCA only has something like 480 lines of resolution (I believe, it is around there but this may not be an exact count) while your projector is likely able to project a much higher resolution. Your SNES will look great at this resolution as the pixels on the old game systems are huge. My SNES looks great on a 40 foot screen (In a movie theater I used to manage) using RCA inputs. If you really want to get great looking pictures for your TV as well, you would need a cable box with a SVGA output (Not likely) or component video outputs (Which are easily converted to SVGA). But, try it, see if you are happy with the results.

DO NOT USE AN RF MODULATOR! It's not for that, it's used to take RCA cables down to coax, not the other way around.
Using a vcr is the easiest way, some of them will have a tv tuner in them, and will be able to take the cable signal and the video game and switch the signal up to an RCA output.
Does your projector have speakers built in or are you using a seperate audio system? Be sure that the correct cables go to the right places. Yellow is video, red and white are audio.

Your projector doesn't have an RF input because it doesn't have a TV tuner. It is basically just a monitor. In order to show TV on your projector you need a TV tuner, or connect to a digital cable system or satellite system. Broadcast TV receivers for digital and analog TV are available; Samsung, Zentih, and LG are some manufacturers. You may find some on e-Bay; they should be about $200 used.

You should just buy an RF modulator and switcher. THis will convert it and then send it to projector.

Just go through your vcr if your going to be cheap
