he's a great friend, there whenever you need him. he gets locked up for 7 mts, you and him write back and forth everyday, you go see him, etc....
when he gets out, you and him talk on the phone here and there, you see each other once in a while, but he only really calls when he needs a favor. before jail he wasn't like that. but he always says i love you, your like my sister.
is using, or just don't want anything to do with you, or what?

I hate to tell you this, he is not really your friend, he is using you. If you want to be a doormat, he will keep wiping his feet on you. You answered your own question in the wording that you used...he only is saying I love you, you are like my sister...you want the relationship to be more that that so you keep helping and being used. If he valued you, in truth; he would not be doing anything that would cause him to go to jail for seven months. If he valued himself as a man, he would not be in jail or using a woman. Run away as fast as you can. Good luck!

Friends use each other all the time, and you are really not supposed to mind. Use him for a favor,... if he's a real friend , he'll come thru for you .
