No. Something too blonde OR not enough will make true olive skin appear more yellow---you don't want a sallow complexion--people will think you are sick all the time.
Go to a professional.

Yes, it will. Expecially with your skin being tan. I would try getting a lot of highlights first before you color it all over, so it wont be such a shock
