The answers depends on how completely you are using the word "Visualize"
If you mean that you can make it rain outside by visualizing it raining, or make the clouds go away, by visualizing the sun appearing then the answer is most definitely No, and that can be proven to be true.
In another sense of the word "Visualize" however, it might be said to be partially true. Studies have shown that great sports stars mentally practice their golf swing or batting swing in their minds, reviewing it over and over again. By visualizing their swing, so the theory goes, they help themselves perform well in their chosen sport.
But these are two very different meanings of the word "Visualize".
The first, in where you make it stop raining, can be proven to be false very easily. If Visualization were true, even for even a tiny percentage of human beings, would it not be gently raining over the drought stricken farmland, while always sunny at the beach and park? Would not everyone have visualized winning the lottery - and making that come true - as well as countless other happy outcomes?
Sad to say, just by thinking of something doesn't make it happen.

I KNOW we can help bring things to pass by focusing on them and imagining them in sufficient detail. This alters our behavior to help being things to pass. Whether we can cause things to happen JUST by visualization is open to dispute.

Of course! But, that doesnt mean they will happen - only that you can visualize them happening. (I can visualize winning the lottery all day long, but that doesnt mean I will!)

to a certain degree i think we can visualize ne thing to happen... It worked on me few times...and i'll be honest it freaked me out, but Chris Angel who is an illusionist believes you can make things happen if you consentrate hard enough on it!!

Yep, it's called divination, and the ancients did it. It's nothing mystical, just the ability of an evolved brain. Nowadays we worry too much and overthink things. Our intuition was much much better a long time ago before our consciousness was poisoned with so much pop culture, worry and religious guilt.
