It is to recover OS system files that are normaly locked and untouchable during normal system usage.
Sometimes these files get corrupted by an update or malware/virus activity.

SafeMode is also for use with utilities to maintain the health of your system like Defrag which is only to be used in safe mode.

If your PC doesn't boot you can use safe mode 90% of the time because Safemode uses protected files that are seperate from the normal OS boot files.

safe mode basically garauntees that nothing will start up except for basics
and its safe

Don't click on it. And i don't know it's purpose. Don't do it. You won't be able to start windows the normal way.

If you mean on windows its when your computer gets f'ed up and you have to reboot it under that and like mess with the computer too fix it
