sure I'm not jewish but is very apporpriate to give cards and to dress well and to put shoes with high heels and you do like everybody is doing.

consider it a formal event -- wear something nice (dress suit, or nice dress, depending on gender and religiosity of the people hostong, and yours, but for a woman, nothing revealing or immodest). There may be food, dancing and/or speeches, or events for the kids. A card and gift/money are appropriate

yes, a card is nice. ask her about the tone of the party. some are pretty formal and some are not. mine was really casual, like with jeans and plastic buttons and stuff. and playing the limbo game.
