Black Specks?

There are black specks onto my budgie's head.He's got more now than he ever did, but they don't move? What could it be ?

sounds like a start of a moult and these are pin feathers starting so show up.

If their are a normal feathers (as in they are there all the time) there are some mutations that give a 'flecking' to the head feathers, which is black marks on the tips of the feathers.

Could be bird mites. Does he scratch a lot?
They have mite spray, but I would check with the vet first.

Sounds like pin feathers, its new feathers frowing in.
