If the hair is not growing because of scar tissue there isn't really anything you can put on it to make the hair grow back. Depending on the amount of scar tissue, it make take quite some time or it might never grow back.

If the cuts are recent, your vet might have some ointment which will aid in healing and reduce scarring...

It really depends on the size of the wound. If the cuts are fairly large and deep, the hair will probably never grow back because scar tissue will form.

If they are just small, you can try keeping them moist with polysporin or something like that so they heal quickly and the hair will grow back on its own.

You really need to take control here or it will only get worse. The dogs don't see you as their leader. They don't respect you, so they do as they please. The best answer I have is to watch the TV show "The Dog Whisperer". He deals with problems dogs and owners who don't know how to be the dog's leader.

Walk each dog at least 30 minutes per day to burn off some of its energy helps. But you need to learn how to walk your dog so the dog follows and you lead, not the other way around. Always remember it is your responsibility to be the leader and set the limits.

You really need to worry more about ensuring that these dogs do not continue to fight. When both dogs reach full adulthood, they could seriously hurt each other if they continue to fight.
