I would say around 2pm. It get hotter in the evening. The gnats are not in full force around 2pm. The sun is straight above so its not shining in everyones eyes from rising or setting. It is right after lunch time so Everyone is not starving while watching you get married. This could make the guest uncomfortable if you have it during usual dinner time. Great pictures and you wont have to worry about sun glaring at the camera. My wedding was at 2 pm in TN. Perfect and Pictures turned out excellent. Good luck to you!

I'd say have it on the beach, or maybe one of the many historic sites in the state (if that interests you) latish in the afternoon, around 4 or 5. You don't want people squinting at the camera in all your pictures. May would be one of the best months to have an outdoor wedding in VA, I'd just watch out for high school graduation weekends, possibly have it the first weekend of May, since the 2nd weekend is Mother's Day, and after that you'll have people with conflicts with high school graduations, and might not get the attendance you'd like. Best of luck to you!

Has it occurred to you that the weather is not reliable in Virginia in May? I hope you have a backup plan. All that being said, an hour to an hour and a half before sunset would be a good time.

About an hour before sunset that way you'll have some really great photos and then you can party down for the rest of the evening.
